On January 31, 2017, the Dominicans had her Aquinas Day Colloquium. The keynote speaker at the event was The Chief Judge of Delta State, Justice Marshall Umukoro and other guest seated at the event. Justice Marshall Umukoro spoke about The Judiciary and the Criminal Justice System: Odds and Ends in Nigeria most especially.
As Judge, he has served as a chairman of robbery and fire-arms tribunal (1999); Chairman of Governorship National Assembly and Legislative Houses Election Tribunal in Oyo State(2003); Chairman of Commission of Inquiry into Warri South – West Local Government Council. Member of Election Tribunal, Enugu State and Chairman Local Government Election Tribunal. He has delivered several papers at different fora and served as Resource Person for the National Judicial Institute since 1999. He was appointed Acting Chief Judge by His Excellency Dr. E. Uduaghan on May 4, 2015 upon the retirement of Hon. Justice Z.A Smith. He became the 7th substantive Chief Judge of Delta State on May 28, 2015. He is a Catholic by faith and happily married. He is blessed with children and grand – children
Justice Marshall Umukoro opened the eyes of many to the congestions of prisons which has not made correctional measures to be properly implemented and he also talked about the role of the government and the society in making this possible.
